SELLING AN ITEM - BEWARE OF CHEQUE SCAM! LP08105364

The Norfolk Ontario Provincial Police are warning the public of a cheque/bank draft scam that has been attempted in Norfolk County and other areas of Ontario.  A resident of Norfolk was selling a piece of furniture on www.kijiji.com, for 300.00. A buyer contacted her and issued a money order for the amount of 1600.00.  The seller was requested to cash the money order the extra to be returned to the buyer.

If you are advertising an item for sale and are contacted by an individual reporting to be based outside your local area, be cautious.  The individual will agree to purchase the item for sale and offer an amount usually in excess of your asking price but will make arrangements for a third party to forward a cheque/bank draft.  The individual will instruct you to deduct the cost of your item and then forward the merchandise and the balance in cash via a wire delivery service to them at a location outside of the area.  The cheque/bank draft used for payment may be a forgery.

If you are or have been contacted in this manner please contact your local police service and report the incident.   This is a potential scam intended to defraud you of your money.  The bank draft could be a forgery. If it is, it will not be accepted by the financial institution upon which it is alleged to have drawn. You may not learn that the draft has been identified as a forgery until after you have forwarded the cash by a wire delivery service.

Norfolk OPP wishes to remind all consumers that bank drafts and certified cheques can be forged or altered and to be careful and take precautions with all transactions.    

 

DOGS ATTACKS GOAT, NORTH WALSINGHAM TWP DOG OWNERS RESPONSIBILITY LP08106491
       

On May 09th 2008 at approximately 6:30 a.m, Norfolk OPP attended a residence on Norfolk County Road 23 North Walsingham Twp.  The owner of a goat advised officers that her animal had been located at the back of the residence on a chain when two large dogs (black and brown in colour) attacked and killed the goat. 
Norfolk OPP is urging parents to advise their children about the dangers of approaching a strange dog.

Norfolk OPP would like inform the public that if you are the owner of ANY dog, the Act applies to you.
Charges may be laid against any dog owner where a dog has bitten or attacked.
OR
Behaved in a manner that poses a menace to the safety of persons or domestic animals.
OR
Where the dog owner did not exercise reasonable steps to prevent a dog from doing any of the above.
 
The owner of the dog is liable for damages resulting from a bite or attack by the dog on another person or domestic animal.

 
Penalties in the Dog Owners’ Liability Act can be up to a $10,000 fine and/or six months imprisonment.

If the Court finds that the dog has bitten or attacked a person or domestic animal, and the court is satisfied that an order is necessary for the protection of the public, the court may order:

that the dog be destroyed in the manner specified in the order;
that the owner of the dog take measures for the more effective control of the dog such as:
Confining the dog to it’s owners’ property
Restraining the dog by means of a leash
Muzzling the dog while off the owners’ property
Posting warning signs.
that the owner be prohibited from owning another dog during a specified period of time.

 
No person shall allow and/or permit a dog to run at large or trespass on private property, and any found not under the control of any person by means of a leash, may be impounded or seized by the Municipality By-Law Enforcement Officer or any person acting under his authority.

No person who owns or harbors a dog shall permit such dog to become a public nuisance. A dog shall be considered a public nuisance if:

it persistently barks or howls;
it causes damage to public or private property;
it interferes with dumps or scattered garbage or trash;

it chases pedestrians, bicyclists or vehicles.

Amendments, which came into effect on August 29th, 2005.
 
The Province of Ontario as has defined a pit bull:
a pit bull terrier
a Staffordshire bull terrier
an American Staffordshire terrier

an American pit bull terrier; or
a dog that has an appearance and physical characteristics that is substantially similar to the dogs above.
 
The new amendments to the Dog Owners’ Liability Act will prohibit individuals from owning, breeding, selling, importing, abandoning, or training pit bull to fight.

 
After
October 28th, 2005, owners of pit bulls MUST ensure that their dogs are sterilized and that they are muzzled and leashed while walking them in public.

 

ATV STOLEN TOWNSEND TWP LP08105862

On the May 08th 2008 at Norfolk OPP were dispatched to a residence on Concession Road 2 Townsend Twp Norfolk County, regarding the theft of an ATV. The ATV is described as a 2005 green Yamaha Grizzly, bearing Ontario marker 21KP5 (VIN JY4AM03W65C028284) Located on the gas tank of a picture of a red bull with “Red Bull” in red writing with grey and blue background.  The vehicle was stolen sometime during the night from an unlocked barn.

BREAK AND ENTER WATERFORD LP08106107

On the May 08th 2008 Norfolk OPP responded to a break and enter located at a residence on McMichael Road, Waterford.  Unknown parties forced their way into the residence garage some time between the hours of 0730 and 1630 on the 8th of May.   Stolen from the garage was 2006 red Honda TRX Ontario marker 73KR5 (VIN: 1HFRE256264501311)

ASSAULT (LP08102372)

Ontario Provincial Police, Norfolk County detachment are investigating an assault at an Alice St., Waterford, Norfolk County address.

 

On Sunday May 4th, 2008 at approximately 1:10 am Police where called to the Nanticoke Creek pedestrian bridge at Alice and St. James St. for a disturbance. 

 

Investigation revealed that a 22 year old Waterford man was walking home and as he approached the bridge he was confronted by 4 unknown males.  A brief conversation ensued which, led to a physical confrontation.  As a result of the altercation the 22 year old was assaulted and sustained minor injuries.

 

 Police are requesting the assistance of the public with this investigation.

EXPLOSION INJURES ONE (LP08105344)

 

 

Ontario Provincial Police, Norfolk County detachment along with Norfolk County Fire and Rescue, Vittoria Station and St. Williams Station responded to an explosion at a Clubhouse Road, Turkey Point, Norfolk County address.

 

Today Wednesday May 7th, 2008 at approximately 2:00 pm a Norfolk County man was in the process of salvaging scrap metal at the Turkey Point Marina and while using a metal cutting saw a fuel tank was ignited causing an explosion.

 

As a result of the explosion,  24 year old Jennifer Zufelt of McDowell Road, Norfolk County who was on scene assisting with the salvage work sustained serious injuries from the blast.

 

She received emergency medical treatment from Norfolk County Paramedics before being transported to Norfolk General Hospital.  She was then transferred to a Hamilton Health Sciences Centre Hospital by Air Ambulance.

 

The Office of the Fire Marshal and the Ministry of Labour are assisting with the investigation.

VEHCILE STOLEN (LP08104781)

Ontario Provincial Police, Norfolk County detachment are investigating the theft of a black 2004 Chev Avalanche SUV from a Concession Road #14, former Townsend Twp., Norfolk County address.

 

On Tuesday May 6th, 2008 at approximately 7:50 pm Police were called to a Windham Concession Road #11, Norfolk County address to investigate the complaint of an abandon vehicle described as a black Chev Avalanche.  While checking the vehicle the officer received a stolen vehicle report of the Avalanche. 

 

Information received was that the Avalanche had been parked at the Greens at Renton at approximately 5:30 pm Tuesday evening.  When the owner returned to  the parking lot at 8:00 pm the vehicle was gone.

 

The Avalanche had been driven to the Windham Concession Rd #11 address where it was parked and two wheels were removed.  The vehicle had also sustained damage to the steering column.

IMPAIRED DRIVER CHARGED (LP08101370)

Ontario Provincial Police, Norfolk County detachment have charged a 26 year old Norfolk County man with a drinking and driving offence after checking a vehicle at

a Church St., Delhi, Norfolk County address.

 

On Friday May 2nd, 2008 at approximately 10:20 pm an officer checked a suspicious blue 1999 Cadillac car at the Canadian Tire parking lot.  While dealing with the driver of the vehicle the officer detected signs of impairment by alcohol.  As a result breath tests were requested and the 26 year old complied. Test results registered readings of almost double the legal limit. 

 

Charged with a drinking and driving related offence is 26 year old Kevin Lockstein of Windham Concession Road #11, Norfolk County.   He is to appear in Provincial Court, Simcoe at a later date to answer to the charges.    

 

VEHICLE STOLEN (LP08101617)

Ontario Provincial Police, Norfolk County detachment are investigating the theft of a red 2006 Chevrolet Equinox SUV from a Don Jon Blvd., Port Dover, Norfolk County address.

Sometime during the late evening hours of Friday May 2nd, to the early morning hours of Saturday May 3rd, 2008 unknown(s) attended the Don Jon Blvd. property and removed the vehicle.  The vehicle had been left locked and parked in the driveway.

Ontario Provincial Police, Norfolk County detachment are investigating the theft of a blue 2006 Kawasaki Ninja motorcycle from a North St., Courtland, Norfolk County address.

Sometime during the late evening hours of Friday May 2nd, to the early morning hours of Saturday May 3rd, 2008 unknown(s) attended the North St. address and located and removed the motorcycle.  The motorcycle had been parked under a covered patio at the back of the home.

DRUG TRAFFICKING CHARGES (LP08102168)

Ontario Provincial Police, Norfolk County detachment have arrested and charged two persons with Drug Trafficking after making an arrest at a Sydenham Street, Simcoe, Norfolk County address.

 

On Saturday May 3rd, 2008 at approximately 8:30 pm officers on patrol checked on a suspicious female.  While dealing with the female a quantity of crack cocaine was located and seized. 

 

A further investigation led officers to a Water St. Simcoe apartment where a search was conducted.  During the search a quantity of Crack Cocaine, and cash was located and seized.  Also seized was related drug trafficking paraphernalia.

 

Value of Crack Cocaine seized is approximately $3850 dollars.

 

Charged with Possession of Crack Cocaine for the Purpose of Trafficking is 29 year old Rhonda Green of Water St., Simcoe, Ont and 19 year old Jordan Moyer of Catherine Av., Brantford, Ont.  Mr. Moyer has been further charged with Carrying a concealed weapon (knife) and Breach of Probation.  Both are to appear in Provincial Court, Simcoe at a later date to answer to the charges.

A.T.V.  STOLEN (LP08101194)

Ontario Provincial Police, Norfolk County detachment are investigating the theft of a black 2007 Yamaha Raptor ATV from a Concession Road #8, former Townsend Twp., Norfolk County address.

 

On Friday May 2nd, 2008 at approximately 6:30 pm a young male attended the residence to inquire about the ATV which was for sale.  The owner of the ATV started the bike for the interested party, who then rode it out onto the road and sped away in an easterly direction. The vehicle that the suspect arrived in also left the residence.  Both vehicles were observed a few minutes travelling westbound on Concession Road #8, not be seen again.

 

Police were contacted and attended the area where a search was conducted for the stolen ATV and suspect vehicle without success. 

 

The suspect is described as;

* White male

* Short strawberry blonde hair

* Blue eyes

* Approx 5 feet 8 inches tall

 

Was last seen wearing a coat and blue jeans.

 

The suspect vehicle is described as a;

* black newer model Chevrolet Avalanche

DRUG CHARGES (LP08100417)

Ontario Provincial Police, Norfolk County detachment have charged three Simcoe, Ont. residents with Drug offences after conducting a vehicle stop at a Water St., Simcoe, Norfolk County address.

 

On Thursday May 1st, 2008 at approximately 9:15 pm an officer on patrol in Simcoe, checked a blue 1992 Chev van. While dealing with the occupants of the vehicle a quantity of cocaine was observed and seized. As a result of a further search of the vehicle and occupants a quantity of cash and paraphernalia related to drug trafficking was located. 

 

Charged with Possession of Cocaine for the Purpose of Trafficking are 18 year old Brandon Jank, 34 year old Joel Feere and 30 year old Shannon Scammell.  All three are residents of Simcoe, Ont and are to appear in Provincial Court, Simcoe at a later to answer to the charges.

DRUG WARRANT EXECUTED (RM08026321)

Ontario Provincial Police, Norfolk County detachment have charged four person with Drug related offences after executing a search warrant at a Jackson Heights, Port Dover, Norfolk County address.

 

On Wednesday April 30th, 2008 at approximately 11:00 pm after conducting a traffic stop in the Port Dover area and as a result of seizing a quantity of illegal drugs, Norfolk County officers assisted by officers from the Drug Enforcement Unit attended the Jackson Heights property to conduct a search of the residence.   During the search a quantity of drugs suspected as being cocaine, crack coaine, Oxycodone, and hashish were located and seized.  Also seized was a quantity of cash. 

 

As a result 59 year old Keith Spain, 25 year old Daniel D’Hulster, 29 year old Adrian Alexander have been charged with Possession of an illegal substance (cocaine).  Charged with three counts of Possession of an illegal substance for the purpose of trafficking is 50 year old Judith Clifford.  All four live at the Jackson Heights, Port Dover residence. 

 

All four accused are to appear in Provincial Court, Simcoe at a later date to answer to the charges.

FAIL TO REMAIN COLLISION (LP08099618)

Ontario Provincial Police, Norfolk County detachment are investigating a fail to remain collision at the intersection of Concession Road #11 and the Villa Nova Road, Norfolk County.

 

On Wednesday April 30th, 2008 at approximately 8:00 pm a purple 1995 Chev car being operated by 35 year old Leon Landry of Chapleau, Ont was southbound on the Villa Nova road approaching the intersection of Concession Road #11.  As he arrived at the intersection a westbound reddish coloured truck tractor with a white stripe on the side entered the intersection from Concession Road #11 and struck the car on the driver’s door pushing the car sideways along the road.  The truck then backed away from the damaged car and left the scene. 

 

Mr. Landry was transported by Norfolk County paramedics to West Haldimand Hospital, Hagersville, Ont. where he was treated and later released with non – life threatening injuries.

 

Police are requesting the assistance of the public in an attempt to locate the involved truck.

SIU Invokes Mandate – Fleeing Suspect Incident

 

Delhi ON – Shortly before 12:30 a.m. on the -1st of May 2008, Norfolk County OPP attempted to stop a motor vehicle.  The driver of the motor vehicle failed to stop for police and fled. 

 

A short time later while still attempting to flee from police the lone female driver lost control of the vehicle, went off the roadway and rolled over.  

 

Fire and ambulance attended the scene to extricate the driver.  She was transported to a Tillsonburg hospital with non life-threatening injuries. 

 

The Province’s Special Investigation Unit (SIU) has been notified by the OPP and will be attending.  Further inquiries should be directed to SIU Communications at 416-622-2342.

  ONTARIO PROVINCIAL POLICE CRACKDOWN ON SEATBELT USE A SUCCESS

Annual province-wide campaign by police services comes to an end

 

(ORILLIA) – The Ontario Provincial Police checked more than 1.24 million vehicles during the annual spring seatbelt initiative, which ended at midnight. Four people died as a result of not wearing seatbelts during the province-wide campaign, which began April 16.

 

The OPP, which is responsible for about 70 per cent of the province’s highways, laid 10,753 charges against drivers, 4,481 charges against passengers and charged 274 drivers for not having a probably installed child restraint.

 

Last year, 117 people were killed on roads patrolled by the OPP as a result of not being buckled up, a 14.7 per cent increase over 2006. So far in 2008, 27 people not wearing seatbelts have died on OPP-patrolled roads, a 28.9 per cent decrease over the same time last year, when 38 people had been killed as a result of not being buckled up.

 

“Ontario has one of the highest compliance rates for seatbelt use of any jurisdiction in North America,” OPP Commissioner Julian Fantino said. “But there are still drivers out there who don’t seem to get it. We had four people die during the campaign because they weren’t buckled up. The few seconds it takes to buckle up could be the difference between living and dying if you are involved in a serious collision.”

 

In one incident, OPP stopped a passenger van in which 12 of the 15 people in it weren’t wearing seatbelts. The law calls for vehicles to have one seatbelt for each passenger seat.

 

The OPP was also checking for improperly installed child restraints or young children who weren’t in car seats at all. A properly used child seat reduces a child’s risk of injury in a motor vehicle collision by as much as 75 per cent, yet as many as 80 per cent of child car seats are used incorrectly.

 

Municipal police services across the province were also involved in the seatbelt campaign.

 

In Norfolk County officers checked a total of 11172 vehicles which included 389 child restraints.  Sixty two (62) drivers and sixteen (16) passengers were charged under the Highway Traffic Act for failing to wear their seatbelts or for wearing their seatbelts improperly.

 

“Although we did not have a 100 % compliance rate, these numbers are very encouraging.” Comments Inspector Horvat, Detachment Commander for Norfolk County OPP.  Inspector Horvat adds, “There is still room for improvement and I believe that the motoring public of Norfolk County will work to achieve a 100 % compliance rate.”
