 2008 Purple Ribbon Campaign: Don’t Drink and Drive

Sarnia, ON – With more than 75 drivers charged with impaired driving on Sarnia-Lambton roads already this year, drinking and driving continues to be a major concern for police in Lambton County.

To increase awareness of alcohol’s most visible and negative outcome in Sarnia-Lambton, Lambton Drug Awareness Action Committee (LDAAC) will launch its annual Purple Ribbon Campaign on May 14 at 10 a.m. at the corners of Mitton and George streets in Sarnia.

The intersection, the site of a fatal alcohol-related collision that claimed the life of Roberta MacIntosh and severely injured her husband Ralph MacIntosh, is being used as a backdrop to heighten understanding of the link between alcohol and adverse problems of impaired driving.

Mr. MacIntosh will be in attendance to place a purple ribbon at the site, one of 35 locations across Lambton County where alcohol was a factor in a collision.

LDAAC chair Art Speed says “What is it about alcohol that makes some people lose all cognitive function? We all know impaired driving can have deadly consequences. A lot of pain and suffering could have easily been avoided by not drinking and driving. We hope people start to get the message that if you’re going to drink, take a cab, call a friend or stay overnight.”

In 2007, Lambton OPP and Sarnia Police had their hands full charging more than 350 drivers with impaired driving.

        • Lambton OPP - 235 impaired charges (186 charges  in 2006)
        • Sarnia Police Services laid 120 impaired charges
        • 7 fatalities were related to alcohol
        • Alcohol was a factor in more than 35 collisions

Highway 402 Cross Over to Take Affect

Motorists are advised that the  Highway 402 crossover is anticipated to take affect on Monday May 12th, 2008, weather permitting. Expect some delays while this transition takes place.

East of Oil Heritage Road, westbound traffic will be routed via a paved single lane cross over to the eastbound lanes of the highway. All traffic within a 15 kilometer stretch will then traverse along Highway 402 in a single lane in both directions on the eastbound road surface.

Following the completion of the lane cross over, the westbound lanes of Highway 402 will be closed until the fall of 2008 while construction crews remove the existing westbound roadway and rebuild it. Speed limits in the construction area will be reduced and posted along the roadway affected by the construction.

The off and on ramps at westbound 402 and Oil Heritage Road will be closed during that time.  The eastbound off and on ramps at Oil Heritage Road will not be affected during this portion of the construction.

The truck scales on eastbound 402 will remain accessible as well.
East of Mandaumin Road, westbound traffic will then be routed back onto the westbound lanes via a cross over  where the speed of 100 kilometers per hour resumes.

During this construction period, OPP will maintain a presence on Highway 402 to ensure that motorists are complying with the reduced speed.

Remember that speeding fines are doubled in construction areas when workers are present.

Cyclist Injured – Driver Left Scene

( St Clair Twp, ON )  Lambton OPP are investigating a collision involving a 7 year old cyclist and an unknown vehicle that sent the child to hospital with injuries.

It is reported that at around 6:30pm on the 8th of May, 2008, the child was riding his little bicycle without a required helmet on Cameron St at Albert St.   At that intersection, it is alleged that a vehicle pulled alongside the child, turning west on Cameron St. The vehicle came into collision with the child, knocking him to the ground and then continued along Cameron St.

The child was taken to hospital with  non-life threatening injuries. He was treated at hospital  for a bruised forehead, and scrapes to his right elbow and knee. A proper bicycle helmet would certainly have prevented the head injury sustained by the child.

If anyone has any knowledge of who may be responsible for striking this child, they are asked to contact Lambton OPP.

This type of incident is something that may become common , especially with summer approaching.

Parents, always be sure that your children are wearing a proper bicycle helmet when riding.
Motorists, be watchful of cyclists sharing the roadway with you.

Seven Day Suspension for Almost Double Posted Limit

( Warwick Twp, ON )  Lambton OPP have charged a 19 year old from Forest under the “Stunt Driving” legislation after he was stopped by OPP for allegedly driving near double the posted limit.

It is alleged that shortly after 9:00pm on the 8th of May, 2008, an officer was patrolling south on Highway 21  when he observed a car approaching in the opposite direction at what was perceived to be traveling at an excessive speed.

The officer activated the cruiser radar to determine that the 2001 Chrysler Neon was being driven in excess of 150 kilometers per hour in an 80 kilometer per hour zone. The officer was able to turn around an stop the offender.

The teen will appear in Sarnia court on the 13th of June to answer to the charge. His car has been seized for 7 days and his privilege to drive has been suspended for that same time period.

Truck Driver Faces Charge of Careless Driving

( Sarnia, ON )  Lambton OPP report that they have charged a 30 year old Campbellford, Ontario truck driver with careless driving after the transport he was driving left westbound Highway 402 early yesterday.

It is alleged that at around 5:00am on the 7th of May, 2008, a loaded garbage hauler transport left westbound Highway 402 approximately 1 kilometer west of Mandaumin Road. The transport entered the center median where it eventually came to rest, on its wheels. Fortunately, the truck did not roll and none of the load of garbage was released from the trailer. The driver was not hurt.

Although the collision did not cause closure of the highway, it did slow motorists during the morning commute.

Break In to Shed at Seasonal Cottage

( Lambton Shores, ON )  Sometime between October, 2008 and May 7th, 2008, thieves targeted a locked shed at a  seasonal cottage on Cedarview Drive. Investigation shows that the padlock was cut to gain entry.

Stolen from within was a “Homelite” gas powered weed trimmer valued at $1340 dollars.
There are no suspects.

French Fry Truck Targeted

( Petrolia, ON ) Sometime between 10:00pm on the 6th of May, 2008 and 10:00am the following morning, thieves broke into a locked “chip truck” parked at Tank St and Petrolia Line, Petrolia.

Entry was gained by breaking a lock on a side sliding door.
Alleged stolen was a quantity of meat, including burgers, hotdogs, sausage and fish as well as a small quantity of canned pop.  The meat was stored in individual plastic containers.

Taken as well was a small quantity of cash, primarily in $5 dollar denominations.
There are no suspects.

“Big Cat” Sighting in Port Franks

( Lambton Shores, ON ) On the 5th of May 2008, a 69 year Port Franks resident reported a possible cougar sighting on Patrick St in the Village of Port Franks. According to the witness, at approximately 7:45 pm he was working on trailer in his driveway. At that time, he heard some rustling in some bushes located about 20 feet away. When he went to investigate,  he witnessed a large cat walk out of the bushes and across the laneway into another bush area. He then lost sight of the animal.

The cat was described as two tone brown, light brown colour on top and a darker brown on the belly. The cat stood approximately 14-18 inches tall and was about 3ft in length. The animals’ head was  described as being large with longer fur. The man indicated that he was sure it was a cat but had never seen one that large before.

The animal was not aggressive and briefly looked at the man before walking away.
OPP have contacted the Ministry of Natural Resources regarding the sighting.

ATV Stolen From Shed

( Lambton Shores, ON ) Sometime between 11:30pm on the 4th of May and 6:00am on the 5th of May, 2008, thieves entered an unlocked implement shed at a Gordon Road property.

Stolen was a 1985 Honda “Big Red” 3 wheeler ATV with a off road vehicle plate # of 091FJ
The estimated value of the off road vehicle is $1,500.
There are no suspects.

Suspect Steals Digital Camera From Photo Shop

( Petrolia, ON )  Lambton OPP are investigating the theft of a digital camera and lens from Clouse Photo, Petrolia Line, Petrolia.

It is alleged that at around 12:45pm on the 5th of May, 2008, a male suspect wearing no shirt walked into the shop, immediately picked up a camera on display and quickly left the store. The camera, valued at $840 is described as a Pentax K200D digital with attached Pentax ALII SMC lens.

He is described as being in his early 30’s, 6’ to 6’2” tall and extremely skinny.
His appearance was very unkept, with brown hair and a beard and extremely foul body odour.

If anyone knows who may be responsible, they are asked to call Lambton OPP or Crimestoppers.

Charge Laid in “Head On” Crash Investigation

( Enniskillen Twp, ON ) Following an extensive investigation and consultation with the Crown Attorney,  Lambton OPP report that they have charged 57 year old Richard POWERS with Careless Driving.

At around 10:00am on the 28th of April, 2008, a 2003 Honda Civic being driven by 29 year old Nathania MacDOUGALL was traveling westbound on Courtright Line at Forest Road. At the same time, a 1997 Ford pickup being driven by Richard POWERS was traveling  in the opposite direction.

The two vehicles collided “head on” at the intersection, in the westbound lanes. The force of the crash caused the car to spin 180 degrees on the roadway coming to rest facing east.

Nathania MacDOUGALL from Brooke-Alvinston was trapped in the wreckage. Inwood volunteer fire department, using the “Jaws of Life” were able to extricate her from the vehicle. She was rushed to Bluewater Health-Petrolia site in critical condition. She was then  transferred to London Health Sciences by land ambulance with what were deemed to be life threatening injuries. She is still listed in critical condition this morning.

Richard POWERS from Wallaceburg sustained non-life threatening injuries. He was also taken to hospital in Petrolia where he was initially treated. He remains in fair condition today at Chatham Kent Health Alliance.

Accused Faces Multiple Charges Following Drug Warrant

( Brooke-Alvinston, ON )  On Friday, the 2nd of May, 2008, at around 2:00pm, acting on authority of a search warrant, officers from the OPP Community Drug Action Team ( CDAT ) and Lambton OPP entered a residence on Francis St, Alvinston.

It is alleged that officers found a variety of illicit drugs within the home. Seized during the search was a small quantity of suspected “Crack cocaine”,  ¼ lb of marihuana, 21 morphine tablets and 2 oxycodone tablets.

The estimated street value of the seized drugs is over $3,000.
A 31 year old male resident was arrested and has been held for a bail hearing in Sarnia court  today.
The man faces charges of Possession for the Purpose of Trafficking ( X 2 ), Possession of a Controlled Substance ( X 2 ), and Breaching Conditions of a Court Order ( X 2 ).

Search Warrant Executed on Second Alvinston Residence

( Brooke-Alvinston, ON ) On Friday, the 2nd of May, 2008, at around 11:00pm, acting on authority of a search warrant, officers from the OPP Community Drug Action Team ( CDAT ) and Lambton OPP entered a residence on Walnut St, Alvinston.

It is alleged that officers found several suspected marihuana plants at various stages of growth along with processed marihuana.

The estimated street value of the drugs is approximately $16,000 dollars.
A 46 year old male resident faces charges of Possession for the Purpose of Trafficking and Possession of a Controlled Substance. He will appear in Sarnia court on a later date.

Impaired Driver Arrested on Farm Tractor

( Brooke-Alvinston, ON ) A 61 year old Warwick Twp man faces charges of Impaired Driving, Being Over the Legal Limit and Driving While Disqualified following a traffic stop.

It is alleged that on the 2nd of May, 2008 at around 12:40pm, an officer patrolling in the area of Nauvoo Road and Rokeby Line had occasion to stop a farm tractor driving south along Nauvoo Road  with no slow moving vehicle sign attached.

Upon speaking to the male driver, it was obvious he was under the influence of an alcoholic beverage and arrested.  Subsequent breath tests revealed that Johnny DONKERS was more than 2 times the legal limit. He will appear in Sarnia court on the 23rd of June, 2008, to answer to the charges.

Impaired Driver Arrested at Bluewater Bridge

( Point Edward, ON )  A 52 year old Komoka area man faces a charge of Impaired Driving and Refusing to Provide Breath Samples after he was stopped by Canada Border Services entering Canada at the Bluewater Bridge.

It is alleged that on the 2nd of May, 2008 at around 9:30pm,  the man was stopped by Canada Border Services officer when entering Canada at the Bluewater Bridge. It was determined that the man was obviously under the influence of an alcoholic beverage and arrested. When the man was required to provide breath tests as is required by law, he is alleged to have refused to comply.

Ian MACINNES will appear in Sarnia court on the 9th of June, 2008 to answer to the charges.

St Thomas Man Faces Theft Charge – Stealing Travel Trailer

( Lambton Shores, ON )  A 30 year old St Thomas man faces a charge of Theft Over $5,000 following the theft of a 2005 Jaycee travel trailer from a Forest residence.

It is alleged that on the 2nd of May, 2008 at around 10:30am, the suspect attended the Jefferson St residence and rang the door bell. When he did not get an answer, he is alleged to have backed up a pick up truck to the trailer, hooked up and simply pulled away. The trailer is estimated to be worth $12,000.  Unbeknownst to the suspect, a witness had obtained his license plate and descriptors and contacted.

Follow up by OPP and St Thomas Police found the accused with the trailer at his St Thomas home a short time later. He was taken into custody. The trailer is to be returned to its rightful owner.

The man is being held for bail by St Thomas Police on unrelated matters and will be turned over to Lambton OPP following completion of his St Thomas charges.

Victim Escapes Injury, Object Smashes Vehicle Window

( St Clair Twp, ON )  A 39 year old St Clair Twp woman was fortunate to escape injury after the vehicle she was driving was struck by an unknown object, thereby smashing a drivers side window.

It is alleged that on the 2nd of May, 2008 at around 1:00pm, the woman was driving her 2006 Ford SUV east on Plank Road near Waubuno Road.  At that time, another vehicle described as an older model maroon coloured mini-van passed her vehicle traveling in the same direction.  An occupant from that vehicle is alleged to have thrown something at her vehicle shattering the window behind the driver. Fortunately, the victim, although shaken was not injured.  The suspect vehicle then sped away, heading east on Plank Road.

OPP and School Have No Tolerance For Illicit Drug Use

( Petrolia, ON ) Six high school students realize that  Lambton OPP, along with the administration at LCCVI High School are taking a “zero tolerance” approach to students that chose to involve themselves in illicit drug use.  This follows the arrest of the teens after being witnessed by police passing a pipe between them on school property.

It is alleged that on the 1st of May, 2008, during the lunch hour, officers in plain clothes were conducting surveillance near the school at 4141 Dufferin St, Petrolia,  watching for illicit drug use. It is at that time that they witnessed several youths passing a pipe generally used to smoke marihuana. The officers intervened and found that the pipe was being used for that purpose. Following the arrest of the 6 teens, a pipe packed with suspected marihuana and a plastic bag containing a small quantity of the substance were seized.

Four of the teens, all age 14 have been diverted to a Youth Justice program. Two others, a 16 year old and a 14 year old have been charged with Possession of a Controlled Substance. They will appear in Youth Court on a later date.

Following police involvement, school administration suspended each for a period of 5 days.

Students of like mind beware. Behavior such as this will not be tolerated.

Western Region OPP Launch

Commercial Motor Vehicle Initiative in Western Region

London ON – Members of the Western Region Traffic and Marine Unit along with member of the Ministry of Transportation are announcing the launch of a Commercial Motor Vehicle Initiative today. 

Due to the increasingly high number of collisions on area highways involving Commercial Motor Vehicles, the enforcement Teams are advising all motorists that routine daily random inspections of Commercial Motor Vehicles will be set up across all 400 Series Highways and those highways which allow access to and from 400 junctures within Western Region. 

OPP and MTO officials are hoping this initiative will reduce the number of collisions and driver errors in support of Canada’s Road Safety Vision 2010.   Random checks will ensure Commercial Motor Vehicle operators are driving according to the law and that their vehicles are fit for the roadway. 

Inspector Mark Wright, manager of the Western Region Traffic Unit states; “Commercial Motor Vehicle enforcement will become an everyday event.  Operators can expect that their vehicle will likely be stopped randomly to ensure compliance.”

St Clair Twp Establish “Community Safety Zone”

( St Clair Twp, ON )  Recognizing the need to protect the pedestrians and motorists using one of Corunna’s busiest stretches of roadway, council has designated that Hill Street will be a Community Safety Zone.

Effective immediately, Hill St from Queen St to Lyndoch St in Corunna will be a Community Safety Zone.  Official signs have been erected along Hill St  notifying motorists that they are driving in a Community Safety Zone. The posted speed limit is 50 kilometers per hour.

Officers will be conducting on-going enforcement in the area. Those motorists caught speeding within that stretch of road will be subject to fines that are double.  The law states as follows:

Community safety zones
Municipal highways
214.1  (1)  The council of a municipality may by by-law designate a part of a highway under its jurisdiction as a community safety zone if, in the council's opinion, public safety is of special concern on that part of the highway. 1998, c. 6, s. 1.

When designation is in effect
(3)  A by-law or regulation designating a community safety zone shall specify the hours, days and months when the designation is in effect. 1998, c. 6, s. 1.

Signs
(4)  The municipality or the Minister of Community Safety and Correctional Services, as the case may be, shall ensure that signs denoting a community safety zone are erected in accordance with the regulations. 1998, c. 6, s. 1; 2006, c. 19, Sched. T, s. 7 (2).
