OPP SEEK PUBLIC ASSISTANCE IN LOCATING SUSPECT WANTED IN MURDER INVESTIGATION

(Orillia, ON) – The Ontario Provincial Police Criminal Investigation Branch needs the public’s assistance in locating a male suspect in connection to the murder of a Windsor, Ontario man in 2002.

The OPP issued an arrest warrant for Savang SYCHANTHA in 2002, following an investigation into the death of 18 year-old Riad Baroud, whose remains were found in the Municipality of Chatham–Kent on April 25, 2002.

The investigation revealed that on April 22, 2002, SYCHANTHA and an accomplice took the victim by force from Windsor, Ontario, who was then bound, restrained and beaten to death.   SYCHANTHA and his accomplice then disposed of the victim’s body in a bush lot.

SYCHANTHA fled from Canada to Laos in southeast Asia after this offence, however it is now believed that he may have returned to Canada, residing possibly in Toronto, Montreal or Vancouver under an assumed and unknown identity.

SYCHANTHA was born on January 1, 1962 in Vientiane, Laos.  He has black hair, brown eyes, a dark complexion, is 173 cm (5 ft. 8 in.) tall with a slender build and weighs approximately 59 kg. (130 lbs.).  He has a small birthmark under his eye on his left cheek and has a tattoo of dots on his left hand.

A $50,000 reward is being offered for information leading to the arrest of SYCHANTHA.

Any person with information regarding the location of Savang (Lay) SYCHANTHA should immediately contact the Director of the OPP Criminal Investigation Branch at 1 888-310-1122 or (705) 329-6111, or Crime Stoppers at 1-800-222-8477.
